But where exactly is “away”?

Does anybody know the source of this quote?

Practicing my Google-Fu: I have found the “Where is away?” question in a 1980 lesson plan from the EPA in the USA. “Let’s Recycle! Lesson plans for Grades K-6 and 7-12”..

    Linky: http://nepis.epa.gov/Exe/ZyPURL.cgi?Dockey=91012LWO.txt

Question “Where is away?” is given as part of a student activity, without reference to earlier source (but I bet there is an earlier source) on page 25, in “Topic Two – How do we dispose of our waste” for the 7-12 students.
